The COVID-19 virus swept very swiftly over the entire world — in just a few weeks, the world economy came crashing down as several countries imposed various measures in order to flatten the rise of the curve.
For one, surveillance has been increased since January 2020. At ports of entry, information such as travel history, domicile address, and contact information of travellers was gathered. At several public places such as cafes, movie theatres, and serviced offices, personal information was also obtained.
In Singapore, an app was developed “to allow the local authorities to quickly track people who have been exposed to confirmed coronavirus cases”.
While these surveillance methods aim to reassure the public that action is being taken to deal with the unfolding situation, questions have been raised about how the data being collected will be used, the privacy of personal information, and how long the surveillance will continue.
A Future with No Privacy?
Former CIA contractor Edward Snowden warns that the high-tech surveillance measures currently taken by governments may remain well after the COVID-19 situation blows over.
Between public health and privacy, the latter is usually compromised in times of crises. Take the current COVID-19 situation, governments use the reason of tracing and containment to keep tabs on the movements of citizens.
However, there is no guarantee that the surveillance methods will be removed after the crisis has blown over, or that it will not be used to track potential enemies of the state.
Often, public crises provide opportunities for the swift implementation of surveillance methods. Think back to the time before full-body screening at airports, CCTV surveillance cameras in public transport and spaces, and fingerprinting were implemented. Most were introduced in the advent September 11, 2001, and they have remained in place since, even though the threat from terrorists has become less immediate in recent years.
Such surveillance also creates opportunities for tech companies to develop new, intrusive ways of tracking individuals.
In recent years, facial recognition technology has been developed to the point where a face can be identified within seconds, just with a collection of images available freely on the Internet. Currently, facial recognition systems are used in China to detect temperatures during the current COVID-19 situation.
In South Korea, they are managing the crisis through CCTV footage, tracking credit and debit card transactions and mobile phone data. This provides each person’s location details at certain dates and times.
Implications for the Future
In the midst of this current crisis, it is important to find effective means of limiting the spread of the virus. However, we should also be aware of any opportunities to profit from the collection of sensitive personal data through surveillance.
Fear should not be the driving force behind adopting new surveillance methods and technologies since their impact remains even after the public emergency is over.
Are there methods that provide surveillance without compromising on personal data? This is where blockchain technology can contribute solutions for data privacy on smart devices.
